Principal Certifying Authority (PCA)

Before commencing any building or subdivision construction work, the person having the benefit of a Development Consent or Complying Development Certificate MUST appoint a Principal Certifying Authority (PCA). This is, either an accredited certifier or the Council to certify compliance with relevant standards. The PCA will require access to the site during construction in order to carry out a number of critical stage inspections.
